Two ways of undoing steps are from the top menu, Edit then Step Backwards.

Navigate (zoom in and pan) your image using the Navigator Palette,

or the Zoom Tool.

Activate The Hand Tool by tapping the Spacebar, keeping the Spacebar pressed, pan your image in the usual way.
1/
Open your start image onto Photoshop’s workspace, and extend its grey workspace by dragging out one of its corners.

2/
Now, open a New document, and set the following attributes.

6000x600scratchy

3/
Then press your keyboard’s D key, to set the default Foreground and Background colours.

4/
From the toolbar, activate the Brush Tool.

And enter the following Wax Pencil brush attributes, into its Options bar. (Wax Pencil can be located within the Dry Media brushes group).

Tip
Quickly resize your brush by tapping the square bracket keys.

After you have set the correct brush, you are ready for the next step.

5/
Now, using your mouse - (or graphic pen), draw black scratches onto your white document, leaving a scratch-free border - as illustrated below.

Note
If you prefer, scan scribbles and open them onto Photoshop’s workspace.

6/
From the top menu, choose Edit then choose Define Brush Preset. In the subsequent Brush Name dialogue box, enter a unique name for your brush, then click OK.

7/ Randomise Your Scratchy Brush
The next steps will customise your brush; therefore, ensure the Brush Tool is active - then from the top of your keyboard, press F5. This displays the following Brushes dialogue box - and you will notice that the brush application looks flat - and repeats itself.

To personalise the brush, subsequently creating a randomised, scratchy effect; click open the corresponding (left-side) tabs, as indicated by the dialogue boxes below, and change them in accordance with my screen captures.

Notes
As you alter your brush settings, keep an eye on the brush example at the bottom of the dialogue box - noting how each setting effects the look, opacity and application of your brush. For personal results, always experiment with the Brush Presets settings.
