Undo and Navigation Steps
Two ways of undoing steps are from the top menu, Edit then Step Backwards.
Alternatively, click a previous snapshot in the History Palette.

Navigate (zoom in and pan) your image using the Navigator Palette,

or the Zoom Tool.

Activate The Hand Tool by tapping the Spacebar, keeping the Spacebar pressed, pan your image in the usual way.

1/
Open a New document, and set the following attributes - or your own choice.

2/
Then set the Foreground and Background Colours to the following Black and Vibrant Orange.

3/
Now, activate the Horizontal Type Tool.

Apply your text, and centralise it with the Move Tool. Then Crop away extraneous background.

4/
Press and hold down the Ctrl key, then left-click once over the layer’s thumbnail. This isolates the black type with a selection marquee.

5/
Now, from the top menu, choose Filter then choose Render then choose Clouds. (Click OK to the subsequent Rasterise Type? prompt to rasterise your text).

6/
Then click the F (or FX) icon found at the foot of the Layers palette - and apply the following Inner Shadow and Bevel And Emboss
Layer Styles, to your text - then click OK to apply them.

Inner Shadow

Don’t click OK yet.

Bevel And Emboss

Click OK to apply both Layer Styles.

7/
Now, from the top menu, choose Filter then choose Artistic then choose Plastic Wrap. In the subsequent Plastic Wrap dialogue box, set the following attributes, then click OK. Then press Ctrl then F about two or three times to build up the white speckled effect - being careful not to overdo it.

8/
To add extra impact; from the top menu, choose Filter then choose Sharpen then choose Smart Sharpen. Enter the following settings into the subsequent dialogue box - or choose your own, then click OK
Sharpen Images Tutorial.

9/
To enhance the rust’s colour, from the top menu, choose Image then choose Adjustments then choose Variations. In the subsequent Variations dialogue box, experiment with different settings to a create warmer - or a cooler colour tone, then click OK.  (I applied the same Variation settings twice).
Screen capture of my Variations settings here.

Note
Experiment with different Plastic Wrap, Sharpen and Variation settings (and perhaps other filters) - until you have created a dull, rusty text that suits your needs. To create shine, apply the Lighting Filter (Filter, Render then
Lighting Effects).

Tip
Add localised over-saturation using the Sponge Tool, (set to Saturation).

10/
Congratulations, you have created your rust-speckled text; to finish, press Ctrl then D to remove the marquee,
then save your work.
