This tutorial demonstrates how to pixelate/blur areas of images, for example, faces, or car number plates.

Undo and Navigation Steps Two ways of undoing steps are from the top menu, Edit then Step Backwards. Alternatively, click a previous snapshot in the History Palette.
Navigate (zoom in and pan) your image using the Navigator Palette,
or the Zoom Tool. 
Activate The Hand Tool by tapping the Spacebar, keeping the Spacebar pressed, pan your image in the usual way.  1/ Open your image onto Photoshop’s workspace and surround the area you wish to disguise with a selection marquee. I utilised the Polygonal Lasso Tool, Lesson, and I set a Feather of 10.
2/ From the top menu, choose Filter then choose Pixilate, and choose any of the following filters.
For my example I chose Mosaic - with a Cell Size of 8. Note: Set a higher Cell Size, if you prefer.
3/ When you are happy with the amount of disguise, press Ctrl then D to remove the marquee, and save your work.
4/ Disguise car number plates To blur car number plates - surround them with a selection marquee, using the Polygonal Lasso Tool, with setting a Feather of around 3. Then from the top menu, choose Filter then choose Blur then choose Gaussian Blur; choose a Radius that blurs the number plate sufficiently.
