This tutorial demonstrates how to add impact and movement to images by applying a speed burst. To work along, you can download the image I am working with Here. Unzip and open it onto Photoshop’s workspace.
Undo and Navigation Steps Two ways of undoing steps are from the top menu, Edit then Step Backwards. Alternatively, click a previous snapshot in the History Palette.
Navigate (zoom in and pan) your image using the Navigator Palette,
or the Zoom Tool. 
Activate The Hand Tool by tapping the Spacebar, keeping the Spacebar pressed, pan your image in the usual way. 
1/ Open your start image onto Photoshop’s workspace.
2/ Then duplicate the background layer by left-clicking and dragging it over the Create a new layer icon - at the bottom of the Layers palette.
 3/ Now, working on the Background Copy layer, from the top menu, choose Filter then choose Blur then choose Radial Blur. Set the following attributes and click OK. The top layer will change to the following.
 4/ Still working on the top layer, activate the Eraser Tool. Tutorial
And set the following (Basic Brush) attributes - notice the Opacity is set to 50%.
Now, gently remove the (blurred biker) revealing the un blurred image beneath it.
Depending on the size of your image, you may need to decrease (or increase) the brush’s size.
 5/ To darken the edges, (working on the top layer still), from the top menu, choose Image then choose Adjustments then choose Curves. Now, to darken the image slightly, manipulate the curve into a gentle curve.
The top layer has been darkened slightly - however, for personal results, experiment with the Curves command.
6/ It is time to create a flare, and to make it moveable, it will be applied on its own layer. Therefore, ensure the Foreground colour is set to Black - by pressing your D key.
7/ Ensuring the top layer is active, click the following Create new layer icon.
This places a new layer above the Background Copy layer.
8/ Now, to fill the new layer with black, press and hold the Alt key of your keyboard, then tap the Backspace key. The top layer will be filled with black.
Alt and Backspace clicking fills a canvas with the Foreground colour.
 9/ From the top menu, choose Filter then choose Render then choose Lens Flare. Set the following attributes, or your own choice. Important! Grab the flare and drag it to a central position, then click OK.
 10/ From the Layers palette, change the flare’s layer mode from Normal to Screen. Screen mode renders black pixels transparent.
 11/ Because you have created the flare on its own layer, it can be repositioned. To do so, from the toolbar activate the Move Tool. 
And drag the flare to wherever you prefer. 12/ Monochrome Prior to flattening the layers, activate the Background Copy layer.
13/ Then from the top menu, choose Image then Adjustments then Desaturate. This changes just the peripheral area to monochrome. Remove Colour Tutorial.
14/ When you are completely happy with the result, from the top menu, choose Layer then choose Flatten Image, then save your work as described here!
